Just read the Q&A of GamesPlant. They state that PayPal's handling fee is included in the 15% (they put 5% on PayPal's fee).
This is indeed GREAT news! 8) And still plenty of time to decide on what amount of contribution.

Yeah, that's the same press release as on Gamasutra, that I posted a link to earlier.
I don't think there's much left to confirm - it's very much official by now. ;)
